I live in New Orleans. While my house was not flooded; I have friends who lost everything, including family members. I do not think anyone is blaming Pres. Bush for the levee breaches. The Army Corps of Engineers was the culprit. They knowingly hired contractors who did shoddy work. They also knew levees and flood walls were below elevations mandated by congress, and did nothing to resolve the problem. This all happened way before Pres. Bush, or his father, took office. It was just that the problem did not surface until a storm put the levees to a test.

I wondered that myself. In my Fall 03 Geology Class The Levee system in New Orleans was discussed. My professor stated there was no possible way all the levees in New Orleans would survive a significant weather event.
maybe it is okay to gamble like that in an area that doesn't have a high probability of getting significant weather events, but New Orleans is below sea level very near the coast. Every year there is a likely hood of a significant weather event.

You don't understand they blame Bush for everything that is wrong with the world.
From Muslim terrorists to under age drinking.
As far as New Orleans goes they were suppose to have a plan to make it for the first 48 hours without government help.
The governor of LA had the National Guard avaiable not combat troops but support units that were still there and she didn't use them.
The levees were in bad shape long before Bush show up.

I don't blame him for the levees personally... I blame him for the poor response after they broke... which in any disaster or that type... federal assistance is needed... regaurdless of "why" it happened...
I do blame New Orleans and the state for the levees though...
there is more than enough that went wrong on every level during Katrina for everyone to get plenty of blame...

Blame Ray Nagin, NO mayor, or Kathleen Blanco, LA gov. They should have requested leevee maintinance or something of the sort. And FEMA is designed to come 48 hours after the GOVERNOR requests it, so 2 days after Blanco called FEMA, they came. And why does no one mention Mississippi, who has a white male Republican as governor? It couldn't be the liberal press making it look like Bush is taking the black democrat down? Right? The liberal media WOULDN'T DO THAT?

I don't hear anyone criticizing Bush on levee maintenence but on reaction AFTER the hurricaine as to how slow the action was and how too little was done.

It is not that baby bush is to blame for the levees breaking...what he is responsible for is putting someone like brownie in charge....."nepotism" is out of control in this administration....as are NO bid contracts and the like...
baby bush just doesn't care ...about people who can't afford to hunt from their SUV'S he seems to really enjoy sacrificing beings who are not WHITE AND BEINGS WHO ARE POOR.....it was the township that didn't' take care of the levees and the army core of engineers that dropped the ball with the levees....and it was baby bush's lack of true response that killed so many people and has kept them out of their homes...

Bush had given New Orleans millions of dollars (many times more than Clinton.) to fix the levees.
The Corrupt Democrats that Rule New Orleans just divided the money up. They bought themselves a bunch of private airplanes.

Nobody blames him for the levees: they blame him for the pathetic response by his administration and his idiotic "you're doing a heck of a job, Brownie" to the head of his responding agency.
Nobody blamed the Captain of the Titanic for there being an iceberg in the water: they blame him for his response to the iceberg.
