You interprete it yourself. Personally, I don't think he drowns and just dies. Something happens to him.

Well he looks at the girl and falls to the icy water and then he cant come out so he drowns cause he sees her face and because he cant come out.

He falls through the ice when he sees the face of the girl (she symbolises hopelessness) and her eyes, which are all black. He drowns and she then follows; being hopelessness it makes sense for her to drown, too.
So yes, he drowns.
