Well I don't blame former President Clinton 100% for it. But I feel that had Iraq been kept in check and been forced to submit to the UN inspections and had been puncished for violating UN mandate it would have been a different story. Honestly President Clinton should have given them an ultimatum of submit to inspection or we will send in a couple 100,000 troops and submit for you. They were left uncheck for too long and grew bolder. They violated 17 UN mandates, there has to be a consequence for that.

Clinton, for not enforcing the cease-fire agreement for the 1st Iraq war when the US repelled the invasion of Iraq into Quwait, our ally. For not having the backbone to follow-through on anything other than a bl*wjob or a cigar-f***.
G. W. Bush has been dealing with the clean-up of the failed Clinton socialist experiement/presidency for the past 6 years, he's been too busy to be guilty of even half of what the leftists and conspiracy cooks in this country accuse him of.
Reagan was clueless as to what his cabinet was doing towards the middle and end of his term in office (alzheimers).
Carter was plain incompetent and should have stuck to peanut farming, his own mother said she was ashamed of how stupid he was. He's a dipsh*t, not a diplomat.

I'm tied between the Bushes and Reagan. Let me explain.
Reagan supported Iraq in its war with Iran in the early 80s, providing money and weapons to Hussein and its army. I suppose you've heard of the Iran-Contra scandal. If not, google it then.
Bush Sr. fought the first war of Iraq in 1991 and promised the Kurds that he would aid them if they attempted to overthrow Saddam. When they actually tried it, Bush reneged on his promise and thousands of Kurds were killed as a result. Also, he could not get Saddam, although the UN had something to do with this as well.
Bush Jr. invaded Iraq to go after Saddam blaming him for 9/11 and for having weapons of mass destruction. Of course, it was later proven that the weapons were not there. He also has tried for several years to enforce Democracy on Iraq, whether the Iraqi people wanted it or not.
