Snails have tiny suction cups called ichtyllerons that suck on and let go as the move. Closest thing I can think of is imagine an octopus moving this way. With having microscopic legs it can take a while to move in a decent speed. The slime is actually their sweat excretion because of the heat they build while moving.

Personally, if you were to slime yourself up and drag yourself along with one arm, you'd be pretty slow too!

Snails are slow because they have a single foot to pull themselves along.
