I got rid of cable about 2 years ago and let me assure you that there are ways to watch TV on your computer. Some local stations will do web streaming, but that's mainly for their news content. For the most part, I use Bit Torrent tools to download shows to my PC. Actually, I built a multimedia PC just for watching TV shows, but I'll talk more about that in a minute.

Now keep in mind that streaming is not as good as the real thing. They have to down-sample the programs so much to make them stream well, that they generally don't look great.
Instead, consider downloading the shows you want to watch. I use the uTorrent client (free at http://www.utorrent.com) and download the shows that I enjoy (Lost, Survivor and ER). The downloads are about 300 MB generally, but will download in :30 minutes over a good Internet connection.

Now on to the PC. Once downloaded, you can watch the show on your computer with no problems. Media player works fine.
I built a completely seperate PC and attached it to my TV. My family can watch this comfortablly. I even have a Microsoft Multimedia remote control and it works just like a TV.
I don't use Microsoft Windows XP Media edition though. I found it expensive and buggy. Just get a Windows XP box and load up MediaPortal. That's an open source alternative to Media Center and it works great. You can watch live TV through it (either cable or air if you have a TV card in your computer). You can watch and organize movies and TV shows. Check local weather, etc. It's cool and free...

Good luck. I don't miss cable at all. I can pick the clean programs for my children to watch and avoid all the nasty stuff and nasty commercials. It's totally do-able.

Yes and No
You can watch any web-based TV channels without any extra kit, but if you want to watch your normal Sky/Virgin/Freeview digital channels you'll need a TV-in card so you can plug your incoming TV cable into the back of your pc.

yes u can. ive used it myself.
it has loads of channels from over the world.
not alot of british ones like BBC and ITV but they have some good channels on there. check it out
