If you post more details, we can get more specific. Somehow, the operating system (windows I assume) wont start for a variety of reasons. If your friend has their windows CD, have them put the CD in the drive THEN turn it on. You will boot from the CD instead of the hard drive. There will come a time and place to repair windows. Have them select this option. If all else fails, continue to the reload windows option. I dont think its anything that cant be fixed. As long as they DO NOT FORMAT, their data files should still be there or at least be recoverable from a professional.

9 times out of 10 its a blown partition due to a virus from either online gaming (addictinggames.com is notorious for this) or downloading a lot of porn.
It sounds like your hard drive is blown to crap. When rebooting Hit the F11 key and run a diagnostics test to see what isn't loading. When all else fails, contact your manufacturers tech line and pray that you are under warranty!

Blue screen? I would say to check your monitor just to make sure it is all right. If it is all right, then I don't have a clue to what is wrong other than you may have big time problems.
