Well, yes. Herpes around your mouth is called a cold sore or a fever blister. As physicians, we call it Herpes labialis. Its very closely related to the cause of genital herpes, and actually those two types of virus can either cause cold sores or genital herpes.
Meaning if you have contact orally with genital or genitally with oral an infection can result in either place that is clinically indistinguishable.
In clinical studies over 30-50% of the human population has antibodies to HSV1 or HSV2, but only 5% or so have active outbreaks. While you are certainly more likely to spread the infection during an outbreak, its believed it can be spread at other times. So its best to avoid contact until the infection has scabbed over.

Yes...herpes around the mouth is herpes simplex 1. It's not an STD. Most people have been exposed to it at one time or another. It remains in the system dormant most of the time but certain illnesses or extreme stress can cause it to awaken, causing cold sores or fever blisters.
As for tanning...I don't know. I would think you can. I don't lie in the sun. I'm so fair, the sunburn isn't worth it.

Yes I belive thats what cold sores are called at least they are caused by the same virus .. Talk to your doctor if you are unsure.
Sun rays can cross a glass losing almost no energy, so yes you can get a tan.
