President Bush is allowing a few of his top aides to testify before congress, however they will not be testifying under oath. Is it illegal to lie to a congressional committee and if so what is the argument about. Are you bound by the law to tell the truth to a congressional committee whether you are under oath or not?

No it isn't perjury unless the person testifying is under oath. There will also not be any transcripts. It is a worthless endeavor unless they are under oath in this case. The people that must go before congress will just dance around every question. I've seen Gonzalez do this many times.
Very frustrating.

Unless you are "under oath", it is not illegal to lie by anyone in this country. And believe me, Congress is NO different that other people. They lie all the time too.

the general rule in court is you take an oath to tell the truth under penalty of perjury and the best liar wins.....this way it gives bush's staff an opportunity to actually tell the truth if that is what they want to do

Yes. 18 USC 1001.

But if the testimony is also off the record (not being recorded, no transcript) as Bush demanded, then there would be no admissible evidence that anyone lied.

Yes, you must tell the truth. However, it does not work the other way. Congress can lie all day long and there's no penalty.

it is illegal for a regular working stiff to lie to the feds, but they can lie all they want to you, so since bushes aids work for the fed gov, they can lie all they want.
