It all depends on how much they deleted. IF they happened to delete all of the system recovery backups then you're not going to be able to recover ANYTHING. Otherwise in WinXP you should be able to go to the System Recovery tool under Accessories then System Tools.

You CAN recover deleted hard drives, at least most of the data. Once the data is recovered, then I would suggest reinstalling Windows from scratch.
Best program to recover data, even formatted data, it "easy Recovery"

I would take it right back to those incompetent losers and demand them to reinstall Windows and recover the lost data. No questions asked.

run system recovery and see what you are missing before you have the system redone
