For certain if carbon offests, as a business, gets much bigger you're bound to see at least the con-artists take advantage of cash where it's so easily available.
Some poor sap that genuinly cares about the envirement (and actually thinks offsets are a good idea) will pay some bogus company to plant trees that will never be planted, or not use their cars, which they will promptly use. That's just bound to happen.

Power plants buy and sell them now, and there's no black market. You can't smuggle a carbon offset across the border or manufacture one in your basement.
