They had oars to manuever their ship into the berth along with the lines thrown to the men on the docks.
We still dock most sailing ships the same way, drop the sails... push it along and pull then tie off the line

Usually by first dragging their anchor to slow the ship down enough in the basic direction of the dock with their sails down. Then they would throw ropes to docksmen and fasten them down to pylons on the dock itself to completely stop the ship. These and other lines would be used to manually drag the ship closer yet to the dock itself to allow for boarding, unboarding and supply exchange.

I'm assuming you're asking this question in reference to commerce.
In the 1600-1700's ships would moor or anchor offshore, at Coastal Ports and cargo would be loaded or discharged by 'lighters'.
In river ports such as London or Shanghai the vessels would be brought into close proximity and 'Warped' into position.
This would involve, throwing, shooting or placing, a 'Warping Anchor' or using mooring lines to manually haul the vessel into position. The ship could use it's Windlass to generate affective power to overcome wind and current.

pauli and caretaker have a good part of it; as well..........
above my desk is an oil painting of Old Ironsides, USS Constitution, being pulled across Boston Harbor..she is being pulled by her crew in four of her row boats in a dead calm.....it's not a fast way of moving but it gets you there, or at least close enough you can row over or throw over lines to the wharfs....
also, pinned to the oil painting is a photograph, taken a hundred and seventy years after the date of the painting, of Constitution sailing across Boston Harbor.....
