Seems to be the case across the board nowadays - it is good because it stops you getting into a rut of just cruising along - which aides producitivy across the company you work for

Most good employers set the target at the correct level, bad employers set the target at an unachievable level, you need to figure if the level is fair or not and renegotiate the target

it probably does need managerial expertise - some GPs may have this but others will need to employ managers to support them - the government is hell bent on getting rid of responsibility and devolving it to others then when they receive petitions and complaints they can smile and pass the problem on to others
