I think the hands-down winner going away would be the Bush admin.

and that tells the story right there - the text is basically Repub propaganda telling us that the decline had already begun under Clinton, which is true, but you can see how it disasterously dropped in '00 at the beginning of the Bush admin. Figures don't lie. Most of our manufacturing went south under Bush, and not only did he not try to stop it but he and his minions encouraged it.

The second graph shows all business, not just manufacturing, to try and put a good spin on bad news sort of like "See, things really weren't that bad", but it shouldn't fool anyone. Those manufacturing jobs were high paying, family supporting jobs that were disasterous for us to lose, and replacing them with service-type "MacJobs" just doesn't cut it.

More US Manufacturing plants and jobs went
overseas during the Clinton Administration than
either the Reagan and Both Bush's Administrations!!!

Not to bash Clinton. Don’t need to on this site, but it was the Clinton era. No bashing, just the truth and you can look it up for yourself. A lot of Clintons policies were cutting edge and the cuts were made at the American citizens were American jobs where concerned. In short, a lot of business went overseas during his time as president.

It wasnt during the Reagan years but honestly im not sure if there was more during Clinton years or Bush years...
I will just answer that there were too many during both I think we can agree on that.

Seems to me that during the Reagan years, manufactures discovered cheaper labor over seas. Wasn't it during the Clinton years that there was a big stink raised about sweat shops & child labor over seas? - Kathy Gifford.
If I recall,seems like there were more folks on the "Buy American" band wagon. Now during recent years it looks like manufactures have gone back over seas or hiring more illegal imigrants.

Actually, they started with the end of the Reagan adminsitration and rose pretty rapidly through the first Bush Sr. administration. They kept going with the Clinton administration. But Clinton was smart enough to implament a program that would get people who were laid off back into training for computers and technology. It worked too. But we are still bleeding jobs to overseas. Ironically, many corporations who are sending tech and customer service jobs over seas are bringing them back home because of lack of understanding of many tech issues, language issues and company issues in those countries. They are also noticing that their customers do not appreciate the fact that they don't like having to talk to someone overseas or to a machine to get things done for them. Unfortunately, the manufacturing jobs are probably gone for good. Did you know that the government is also outsourcing I.R.S tax returns to India and Pakistan? To me, that is the scarriest thing. Talk about vulnerability to identity theft.
BTW, NAFTA was a Reagan/Bush policy. Unfortunately, Clinton was foolish enough to go for it.

Clinton exported ballistic missile plants to the PRC. Does that count?

Oh yea, he also created a lot of jobs in the dry cleaning industry, so maybe that offsets the missile tech (and he used his missile to create those jobs).

The Bush years. But in fairness, I believe Clinton laid down the foundation for the Exodus.

Lot's of small business's were Shanghaied by OSHA..Driving them out of the country....No politicians involved.Although many liberals were given top management positions in this bureaucracy...On of my best Friends,an owner of a small to mid-sized company had to close his Kalifornia business due to OSHA's constant interference..The Mexican government built him a factory and staffed the labor..He wanted to stay here but was forced out and 160 people lost their jobs

Clinton chased many plants overseas and to Mexico.
He didn't care. He had fun & games on his mind.
