Because as long as the bottle is kept with the top on, there is no evaporation or air flow to affect the moisture content! Same with alcohol, perfumes, paints (oil-based, arylic or water-based or Latex paints); even WATER eventually evaporates if left out in the open sitting still (long enough) and exposed to the elements but not so if in a container with a cap on.

Because it needs air to dry. The glue is moist but when exposed to the air, the moisture evaporates, and the glue becomes super sticky.
