I think a lot of it is her age, and as they get older they just don't like it. Try making a game out of it, like peek-a-boo, or I'm gonna get you kind of thing. I worked in daycare, and have kids of my own, that worked for me every time. Good Luck.

She maybe just trying to voice some of her own independence... my daughter always wanted to do everything for herself. You could try giving the washcloth to her and teach her to do it. Give her a sense of accomplishing something for herself.
