Be more outgoing & start talking to people, join some clubs. If you're not picky about who you become friends with try the quiet shy person you see that nobody talks to.

It's always hard to start again and make new friends, but you will. Are there any clubs or social activities you could get involved in to meet like-minded people? Maybe your parents could help by inviting over people with teenagers around your age for BBQ, for example. If you are approachable and friendly you should start to make new friends before long.

If you have a myspace, you can search for people in that area that go to that school and you can meet them on the net and then at school! Good luck. My dad was in the Marines so I know how hard moving can be.

see if there are any groups you can become part of... for example join the netball team, choir, or even chess club ^_^ even if you don't like what you do in the group its a good way to meet people and make friends... try to come across confident with yourself and don't be too shy or people will tend to ignore you...

Find out where the kids hang out and eventually you'll run in to someone who wants to be befriended just like you.
