Using light bulbs of any kind for encouraging seedlings is slow and quite expensive, By far the best way to avoid leggy seedings is, as soon as the seeds show through the soil, even by 1mm..., is to place them on a well lit window sill even at this time of the year there is plenty of light available, and day light is many many times more effective than any light bulb. I sow my tomato seeds in January every year this way and I get good sturdy plants that fruit about six weeks ahead of even the professional growers. This applies to all seeds.

From my experience grow lights are not necessary. A normal fluorescent tube like a shop light does just as well & is not nearly as expensive. Try the cool spectrum ones.

I used these for years for growing cacti &succulents, which typically need a lot of light; they did really well.

The light needs to be 2"-3" from the plant though.
