I'm getting a new computer and I would like to know whats the best way to clean the hard drive (mem) so that I can give the system away.

Depending on your specific cmputer Make & Model, you're easiest and best bet is to do a "System Recovery". This puts your computer in the same state as it was when you took it out of the box new.
Either check your owner's Manual, or watch the Startup Screen for an Option to Recover your computer or check your computer's manufacturer's website for how to do so.

re-install your windows selecting the option to delete the existing partitions as it proceeds with the installation.
When it's finished you will have only windows with no other programs or user data

Formarting the hard disk should do it...
