Is there anyway to restore that deleted file? I tried System restore and all that good stuff and I don't have a backup file for it either.

Try Recover My Files, it is awesome software and should get your files back. It has worked for me a few times!

No. That's the meaning of PERMANENT.

per·ma·nent /ˈpɜrmənənt/
–adjective
1. existing perpetually; everlasting, esp. without significant change.
2. intended to exist or function for a long, indefinite period without regard to unforeseeable conditions: a permanent employee; the permanent headquarters of the United Nations.
3. long-lasting or nonfading: permanent pleating; permanent ink.

You can try a third party file recovery program, and hope nothing's been written over it.

You can try data recovery software if you haven't already written other files to the same drive. If you have, then it's most likely unrecoverable.

There are software tools that can find your lost file as long as that area of the disk hasn't been overwritten. Goto hotfiles.com and try there.
