The most important factor in choosing makeup colors is determining your skin tone. Here's how to determine your skin tone.
Warm skin tone:
1. Look at inner wrist - veins will appear green.
2. Gold jewelry is more flattering than silver jewelry.
Cool skin tone:
1. Look at inner wrist - veins will appear blue.
2. Silver jewelry is more flattering.
Look at your wardrobe and hold up a few items in different colors against your face. Which ones appear more flattering to you in a mirror with natural sunlight? Which colors are you drawn to?
If you are not sure, ask one or two trusted friends or family members who's style you admire.

This web page is helpful. It has related sites listed at the bottom.
As for color palettes:
1. Earth colors are considered to be more neutral and natural
e.g. taupe or brown eyeshadow, soft blush (Nars Orgasm), lip colors that are like your own but with a little oomph (Revlon Lip Super Lustrous Gloss - Cherries in the Glow)
2. Jewel colors are considered to be more dramatic
e.g. blue or purple or green or shimmery eye shadows, black eyeliner, bold blush, deep burgundy or bright pink lip colors
You can choose from either palette as long as the tones and intensity are flattering.
Suggestions:
- dark coffee eyeliner for day, black eyeliner for evening
- dark green cream or deep navy eyeliner at the base of your upper lash line might be good too
- taupe eyeshadow for day & soft shimmery champagne for evening
- blue mascara @ the tips of your lashes after applying black mascara will make your brown eyes pop (If you are really pale, this will be dramatic so save it for evening.)

It depends on what you want to do. If you don't like dark colors, try light browns and bronzes. Even a dark tan (not much darker then your skin) in the crease and a shimmery cream color on your lids will do the trick perfectly. That will look killer with your eyes, skin and hair. Using a greenish or puprlish tone will make your eyes look more hazel, while using a brown, tan or bronze tone will make them look more golden-brown.
And honey, it dosen't matter how old you are, with pale skin and dark hair and eyes, you should always stay away from dark colors (unless you want to look dramatic). I'm old enough to wear whatever I want, and pale enough that I glow in the dark, and I look like a vampire with dark eyeshadow on! Dark colors on pale people tends to make your eyes look smaller, not bigger. Stick to light colors! Lets leave the dark ones to the ladies with darker skin. (we can rock dark or bright lipstick, though. YAY!)

Almay has a collection of eye shadows, liners and mascara to coordinate with all eye colors. In that collection the main color used for brown eyes is a pinkish lavender.

You should try a nice bronze. it looks amazing and natural. first, apply black liner as you would normally. then along the bottom of your top lid apply a nice dark/medium bronze with a medium fluffy brush. make sure its shimmery. then, along the crease of your lid, apply a nude/brownish shimmery shadow with the same brush. also, highlight your tearduct with a shimmery gold. then apply volumizing black mascara. you will look amazing! the brands for the eyeshadow and mascara I reccomend Urban Decay from sephora.
good luck~

Blue is definitely not your color- it’s actually really hard to pull it of for many girls. Two shades that should compliment your looks are navy blue (use the liner only and then mascara) and deep rich purples.
