Since plants don't move, it is easier to count plant populations.

The decrease in population must be because of a descrease in births if it is not due to an increase in deaths.

Limiting factors cause population change because it causes greater competition for the limited resources.

It is usually easier to count a plant population because the individuals don't move around.
The deer population might decrease because (1) there is a lot of migration out of the region or (2) the birth rate has gone down.
If the limiting factor is on population size, then smaller populations can be affected by such factors as genetic drift.

The plant population would be easier to count (there are billions upon billions of insects...way more than the # of plants)

Lack of reproduction could be the cause of deer population decrease. If there is no death, then the chances are that the deer aren't reproducing as much.

Limiting factors (usually predators and weather) lower the population. They are responsible for death.

Probably plant pop. 'cause it doesn't move.
The deer are probably not reproducing as fast as they are dying, so then it is decreasing
