What's cheap to you? What's good to you?
On the strip any where you go is going to cost you more than in the neighborhood's, the same as in your town.
Want something different? Try the Red Rock casino on Charleston @ 215W, try the Marriott on Rampart just off Summerlin Pkwy, try the Green Valley just off 515E in Henderson,or the Lake Las Vegas area if good means the best to you in rooms, fun and food.
Each of these are approximately 15/20 minutes off the Strip.

I eat out a lot and I will tell you there isn't many "cheap" places to eat. The strip is usually more expensive for obvious reasons. A lot of the places I will list you probably have at your home state.
TGIF (in the Orleans)
Denny's
Red Robin (Decatur & Sahara)
AppleBee's.
Pf Changs
Hamburger Marys
Various buffets
Bahama Breeze
Egg Works
The Egg & I
Bagel Cafe
Vegas Diner
Dagwoods
No websites. Not yet at least.

Locals devour dinner at TGIFriday's, Applebee's, purple Lobster, Olive backyard... Vegas is definitely not an particularly stepped forward culinary city - the overpriced touristy eating places interior the lodges are certainly the ideal eating places on the city.

Ellis Island Steak Special - You have to ask for it, but I think it's 4.95 for something like a 10 oz steak and all the fixins!
Also, Mr. Luckys at Hard rock has a similar thing, but you have to ask for it. I think it's 7.77
Lotus of Siam is supposed to be the best Thai - Off the strip. I ate there, it was ok, but i had the buffet. Evidently you're supposed to order off the menu.
Downtown has a ton of deals - 99c shrimp cocktail at Golden Gate, the footlong hotdog for 75c at (I think) the California. Deepfriend oreos and Twinkies at one of them, the one with the Bayou theme.

This is risky, but it is a one of a kind deal and the food can be good, if done right with some luck.
There is a place called Georges; go about 1 1/2 miles east of the strip, there are alot of houses there. Start knocking on doors and ask for George. Eventually your going to find a George, simply invite yourself in and start a BBQ with whatever George has in the fridge; your meal could turn out fine and George may have some humor left and after he kicks your *** he may even feed you, if not, The Vegas Jail I understand has pretty good food too.
