That's the truss rod. Turning it adjusts the profile of the neck. Mishandling it can damage your guitar.

What Rocky and der said. We have people come in all the time that do serious damage to their guitar fooling around with the truss rod.

To answer your question, the truss rod is a reinforcement that runs the length of the neck to counteract the considerable pull that the strings place on it. By tightening the rod it "bends" the neck backwards. Many people think this is a way to set action (string height) on a guitar but it is NOT.

It adjusts the tension on the neck. It is used to straighten the neck or bow it a little. If you don't know what it is, DON"T TOUCH I. It can cause serious damage.
