Depends on which part of the race course you will be. If you are in one of the posher enclosures most of the other ladies will be in their finery with flamboyant hats, and although hats are not obligatory you might feel happier to go along with the crowd. After all you probably wouldn't go in jeans and a T shirt would you although you could if you wanted to.

Normally something classy and a lovely big hat, at Ascot the bigger the hat the better!! 90 per cent of the ladies were hats.

No, but the fascinator should be. Here's an idea of what to wear on a budget of £150:
A dress like this, £45 from Monsoon:

This fascinator/head band also Monsoon £18:

This braclet for £16:

Can't go wrong with these shoes for £35 either:

This necklace, £10:

This £18 scarf could be used as a shrug:

And lastly, these earrings for £6:

Total: £148

I hope this gives you a vague idea!!! Have a great time too.

i dont think the hat is obligatory... but most people wear one when i watch it on tv! seeing as monochrome is very trendy this season i think that you should wear....
this dress (i dont know how old you are) but it would be trendy enough for a younger woman but not mutton dressed as lamb for an older lady: (£55)
http://www.oasis-stores.com/fcp/product/Oasis/3170037205/Tribal-maxi-dress
secondly, i do not know if you want to wear a hat to the races this isnt a hat as such but fascinators seem to be what everyone is wearing to weddings etc. lately like this one from accessorize : (£18)
http://www.monsoon.co.uk/invt/99119003
these black pyramid beads add a nice decorative touch that is not too OTT (£10.00)
http://www.monsoon.co.uk/invt/98245803
this clutch bag from ted baker would co-ordinate very well with the outfit (£50)
http://www.asos.com/Ted-Baker-Leather-Bow-Clutch-Bag/Prod/pgeproduct.aspx?iid=133812&cid=1401
(in black)
these shoes for under the dress would be an attractive contrast at £25

this bangle would be the perfect finishing touch a snip at £5
