The previous answers are either wrong or have made it more complicated than it needs to be. Simple answer is second cousins is the relationship between the children of two first cousins.

Your second cousin is the son or daughter of your first cousin. Your first cousin is your aunt or uncle's son or daughter.

so you fathers brother's son is your first cousin. Your grandfathers brothers grandson is your second cousin. Your great grandfathers brother's great grandson is your third cousin.
And your great great grandfathers great great grandson is your fourth cousin. So a cousin is always in the same generation as you.
or to put it in more simple language :

It's your cousin's kids or your cousin's cousin from either you mom's side or your father's side of the family.
