"power is terror"?

Are you familiar with this quotation from Lord Acton of Great Britain in the nineteenth century: "Power tends to corrupt, and absolute power corrupts absolutely"? It rings true to me. Those who wield political or religious power are able to control their constituents or adherents through terror if they are corrupt. Terrorist leaders are apparently able (in order to perpetuate terror in their intended victims) to persuade their followers to commit suicide via bombs, flying airplanes into building, and other acts that are inconceivable to people who are not under such charismatic control. Thus, power can exert terror, certainly, and in less overt ways than the above; political hyperbole and convolution are also able to convince frightened potential voters to elect candidates, although such diatribes are designed only to establish power over the electorate for the benefit of the candidate who actually has no interest in the voters themselves, but is consumed by the desire for power!

I disagree because the statement implies all power is terror and we know this is not the case but "power corrupts and absolute power corrupts absolutely" this I believe.
