we say it be the Borg still win because they act together as one . They don't need any food and only need a resting time.But the Jem'Hadar have the problem that they will always need their drug.
An Adult Jem'Hadar do not require sleep nor nourishment; any form of relaxation is shunned on the belief that it would only make them weak. The only form of sustenance required is ketracel-white, which contains a key isogenic enzyme deliberately omitted from their blood chemistry by the Founders to ensure their loyalty. Without large quantities of the white, Jem'Hadar circulatory systems begin to shut down, beginning with muscle spasms. (DS9: "The Abandoned", "Hippocratic Oath", "To the Death")

Borg.
Even if the drones could not adapt their personal shields the Jem'hadar always(see any episode with them in for proof of this) try to finish a fight close up and hand to hand.
In hand to hand combat only Species 8472 could match a Borg drone.
