what are the techniques to speak directly to the ceo? and pass the Pa or secretary?

Some CEO's are directly available..you just have to ask for their name. If they want to or can take your call, they will, if not, they will call back if they want to.

Different companies have different rules though.
Do make sure you speak very politely to the secretary though. If you show attitude, or bossiness, or impatience...you might get less than you expect.
