paper mache'??? is that an option? Or just paper? Paper mache' uses a glue made out of flour and water, then you dip the paper in it and mold it into the shape you want, then let it dry.

The kids used to use a cardboard basing, lightly mangled paper wads, and then strips of more newspaper coated with flour paste. Then they smooth it down with small bits of colored paper to form the finishing touches.
Or, just put some paper shreds in the blender, blend to a pulp, drain most of the water off with a net, then use it as a mold, and make an impression of something in it until it dries.

you need a base for your statue, you can use chicken wire , cardboard even balloons.Paper Mache is one of the best ways ,you can use newspaper or a very thin paper. If you don't like the flour and water use diluted glue,( 1 bottle of glue to 1 bottle of water.) and it dries super fast

The proper spelling is papier mache, you can use various materials, plastic, wood, cardboard etc. then chicken wire over the shape you want to maintain and the mache, over that.
