my friend in japan has alot of muscle pain and he likes having bengay but its not sold in japan. Am i allowed to ship bengay overseas or is it not allowed since its a medicinal substance.

There is no regulations that says you can't send medicine over seas. There are regulations about you receiving prescription drugs. But Ben Gay is not a prescription, it is over the counter ointment, so I doubt there is a problem.
