Because the volume of water going into the bath, is more than the amount of hot water in your hot water tank! Get her to use a shower!

Probably because she is filling the tub completely which is a lot of water to begin with. When running water for a tub it comes out much faster and a lot more as well. when you are simply just taking a shower it is only around half of what you would be running for the tub. Girls love to sit in relax in hot water.

Taking a bath uses more water than taking a shower, unless you take a long shower. You could also turn the temp. up on your water heater. You need to be careful that no one gets scalded by the water. It can get very hot and it uses up more electricity.

Yap. I did it too. Still do. You can turn up the heat on your hot water heater a bit -- that may help but be careful of getting scalded. You can put a governor that regulates water flow into the faucet/showerhead. In California, all showerheads come with the regulator and it is illegal to remove it.

Clearly, you have a way of thinking about hot water that your child does not. Why would you expect your child to think the same way as you? She sees a faucet, hot water comes out of it. That's what it's there for, to be used. She's been shown how to take a bath. She does it.
So you can
- punish your child for no reason that she understands
- have a meeting of the minds with your child
- turn up the heat setting on the hot water heater so you need less water to get the same heat
- buy a bigger hot water heater
- buy a tankless gas hot water heater, and not worry about it
- Allow your child to be exposed to environmentalism and conservation thinking, and let her figure it out for herself
