Just be honest with her and tell her that you are not interested. Let her know that you are flattered but be HONEST. Honesty is always the best policy. If she doesn't quit coming on to you...then you may have to take some more serious approaches.

tell her the truth about how you feel, telling her a lie about already being taken (if you are single) or ignoring her is not going to help anything in the long run and especially if she is persistent. it will only end up causing some problems later on
