It's another loony neocon theory that holds the power held by the executive branch is greater than the judiciary and legislative branches combined and the president can lead by executive fiat rather than having to listen to Congress. Kind of like a monarch.

Of course, that assumes a Republican president.

I bet they'll find a H-U-G-E loophole when a Democrat is president.

One branch of government that does it all -- making laws, interpreting laws, enforcing laws, resolving disputes, etc.

Or are you talking about the Unitary Executive theory in the US?
