1) Because this does not solve the problem of unsustainable reproductive rates

2) Because this also involves moving people from low energy use, low carbon footprint region to high energy use, high carbon footprint regions which will have a very negative impact on the environment and rates of climate change

Because you can't tell people where to live in a free society. They will be a little ticked off.
