You would start with your family doctor. If he thinks it a mechanical problem, he would then send you to a Urologist. For premature ejaculation, any anti-depressant like Prozac, Paxil or Zoloft will do the trick (delayed ejaculation is a side effect of these drugs).

I honestly don't know of any medications to correct a low libido.
