Where do i get flash in pokemon blue version???

Go through diglett's cave from Vermillion and go south when you get out. Eventually, you will find a little house. Go inside and talk to everyone inside. One of them is Oak's Aide and he will give you FLASH if you've caught 10 pokemon.

go to the city where the third gym is located,enter the diglet's cave and go through it and u will found yourself near the rock gym,find a house and enter and u will found a professor's aide,he wears like a scientist,talk to him and u will get flash,u must also caught ten pokemon or else he won't give u.
