I'm not sure what it is you're trying to do, but check into Sony Acid Pro software. It's for beat-mapping and looping, great DJ and soundtrack tool.

Sony Acid and some of the other software recommended may seem a bit pricey for an amateur budget. If so, consider Cakewalk Pyro, which has some useful editing capabilities. I regret I can't tell you how to make a slow song fast or vice versa.

Depending on your computer, there are plenty of good music composition/editing software programs.

Do a Google search for your desired song editing needs.
You'll be able to find what you need.
Or, call up someone like Guitar Center or Musicians Friend and talk to a salesperson for some choices..then do your research.

Use music production tools. Fruitty Loops, Cooledit/ProEdit, Acid, Traktor.

Check them out.

You can use some sort of loop-based editing software such as ACID Pro by Sony...but...

Those sort of things (loop-based music production, ripping) are quite frowned upon in the music industry...
