I'd say it's a toss up between Orochimaru (Naruto) and Mumra (the evil mummy guy from that old Thundercats cartoon). Both were evil incarnate.

Since no one else has said it, between Orochimaru and Mumra, I'd have to pick Orochimaru. I mean, Mumra was bad, but Maru's bad *now*. Mumra was crazy and all, but Orochimaru's got that whole "I'm a man, no I'm a woman!" thing going on too.

Hm.. Maybe Subaku no Gaara from Naruto if he was still evil. I mean, hes extremely cool and all but before Naruto knocked some sense into him, he was DAMN EVIL!! He would kill because he felt like it. Ending a persons life without feeling! But of course, now hes good. But imagine what it'd be like if he was still evil now as Kazekage!
