My mother had a profesional plumber come and was unable to dismantle the tap to replace the washer an burned a carpet with his blowtorch in the process. If you are not practical enough to know how to do it yourself, and dont know a good plumber then you are snookered.

In addition to all the other suggestions, you may, probably will have to replace the fawcett "SEAT". This requires a "seat" wrench. You will have to take the old seat to a shop in order to match it. Any plumbing shop can advise you on the procedure for DIY.
Suggest that both hot and cold be replacved at the same time.
