I think what makes a great valedictorian is a great leader as well as scholar. To be the top in your class obviously you need to have the grades, but you should also be active in the school (sports, clubs, etc) and/or your community.
And I think in order to be valedictorian you should earn your grades, no fair taking the easy classes and getting the top spot while others are really challenging themselves with tougher subjects.

Hey!! Thanks for the Woman's Basketball tip this morning, so let me return the favor by giving you this answer:
Grades of course you have to have first, but what really impresses the board is 2 things: The way you carry yourself, and 2nd the type of community work you do (Like giving back to the community, volunteer work for various known organizations. A few days serving in the SOUP lines for the homeless always looks good :)

dedication. If you don't have dedication to your school life your home life, or to your entire life in general you will not be able to succed well enought o be valedictorian

Being well rounded, and balanced between academics, leadership roles, extracirriculars, and sports/art if they do that.
