there are the following locks that need to be changed

Steering Lock
Glove compartment Lock
Trunk/gas Lock (below driver seat)
Front door locks (two)
Rear seat fold down lock (if its present)
Trunk Lock

since its a 1999 honda accord you might have an engine disable system on it which means the key should have an electronic chip in it. the cost would be the price of the following

Blank key with Chip
Key Cutting/Chip Programming
7 New Lock Tumblers
Labor

Normal Labor these days are $85/hr ~ $90/hr atleast here in the East coast (I am from NJ). You will be lucky to get all these things changed and reprogrammed for under $500.

it should take 1 hour labor about $75 per hour in california plus parts, about $112.00 est. Looking at $187. You might get it cheaper. I always call to get an estimate for my gf. Cause when she calls, the pricing seems to increase and when I call it is less to the same mechanic. I don't give business to crooks. Honest people are hard to come by now a days.

Just put a steering wheel lock on it.
