yes you can. Geocities is not a bad way to start. Lycos is pretty good to. Once you have created the web site set up a free dot.tk account to shorten your web address.

Yes a novice can pull it off. It would depend on what you want on the website. You can always add attachments later.
My suggestion would be to use the free software supplied by Yahoo. Set up a website under their 360 site. Most is explanatory and anyone with common sense can setup a site. You can always hire someone to do this, but it can be done by almost anyone.

You can have a real website and domain name for under $75 per year don't get some geocites long and drawn out name..

like http://www.geoicites.com/dog-lovers it's just a subdomain name nobody can remember and is unprofessional..

As a dog and bird lover I will give you some free help on design..If money is put up for a real site..

A novice could maintain with a little training

It is up to you though..
