I promise I am not totally insane with this but it does work - WD40. Spray it on the sticky mess, let it set for a minutes then with paper towel it should pull out. you will need to use a carpet cleaner on the spot afterwards - Woolite Oxy Pro - to remove the WD40.

Pick as much as you can out of the carpet. Try to harden it first with an ice cube. Then use a carpet stain remover like Resolve.

if you can get your hands on some dry ice(i think you can get it at walmart....wear gloves when your handeling it, it's very cold! rub the tootsie with it vigorously and it should start to freeze the tootsie enough where you can break it away from the carpet fibers....this works with candle wax as well

use everything that you can use on it after you have gotten rid of the tootsie roll. lots of washing and use a professional carpet cleaner thingie on it afterwards.

I'd try using a baggie full of ice. Put it on the spot to make it get real firm from the cold. Then try and scrape it up.
