my one friend says that he's going to court over B&E, I dont know what that means!

I believe that it refers to breaking and entering.

It simply means "Breaking & Entering"

Your friend is charged with a crime and it is probably a Burglary of some kind.

And they are usually broken down into B & E of an uninhabited dwelling place (usually a lessor crime) and

the B & E of an Inhabited dwelling place (usually a much more serious crime).
