Never heard the geographical term 'upper valley', but in English it would mean the upper reaches of a valley (like the upper reaches of a stream).
You might mean 'upland valley'.
Which is an entirely different thing for naturalists and geographers. Quite wondrous places. Think of a bowl up in the mountains. Nestled inside is quite often an entire ecosystem different from anything else around it. Some are very large and can contain all the mammals of a particular species. Some quite small, but the amount of plant and insect life is wondrous.
The one an hours uphill walk from me is just large enough for a 9-hole, but has escaped notice till now. I mean just getting a road there (to nowhere) was expensive enough. But land is at a premium these days.
