We the people cannot. It's up to Congress to do that.
That's why we elect a Congress. Sadly, given partisan politics, the facts and the reality don't matter. Even if the House voted impeachment (indictment), the Senate would never convict.

I suppose you are referring to the latest "scandal" as being the one involving the Attorney General. There is no scandal here whatsoever. The Fed attorney' serve a the discretion of the president and the executive branch of the government. This has "always" been the prerogative of that branch no matter who the president is. It is only being made an issue by the "scandal" oriented Congressional Democrats and, I predict, the president will call them on it. The Congress has never had anything to say about these appointments as it has never been in their perview constitutionally. The libs will loose badly on this issue if they continue to push it. The president does not have to give them any documents relative to internal discussions of the executive branch. The president can't demand to see internal discussions of groups of congressmen just because he is fishing for info that is politically charged. Neither has the power to do that and Congress will find out that sad fact soon. The people are becoming weary of this constant drumbeat of political destruction and the dems are risking their political advantage in the name of putting the rep away and marginalizing them for the '08 run. If they don't sit back and chill a bit, they may find themselves back where they started in '01. Enough already.

The fact is that Congress does not have enough grounds to start impeachment preceedings.
As far as "leaving the poor with empty rhetoric", that is a job for the dems who they just voted into congress. All the talk and Pelosi has her VERY expensive airplane with more do-dad and gadgets than most people know what to do with, and the failure to increase the minimum wage.
...and NO one RAN with all the whitewater stuff...and how 'bout that dude that committed suicide over the scandal. The people didn't even blink when that randy old goat messed around with that young intern...
He didn't shut the Chicks up, it was their fans...I was one of them. I refuse to buy another of albums or support them in any way. I don't take issue with stating personal opinions, I just don't think its appropriate to do so on foreign soil.
It's like taking your problems with your family to your neighbors...it's just plain wrong.

Well I asked my Senator from Michigan to hold an impeachment hearing to investigate Bush for wrongdoing but since the Senators from Michigan knew they would end up being more guilty than the President they decided not to risk their seat in the Senate. I guess all I could give my Senator was specific details of certain wrongdoings and exact information was not what the Senate wanted to use for an impeachment hearing.

It is not the poor who have only 'empty rhetoric' my friend...you would appear to have it in spades.
BTW - GW 'shutting up' the chicks is hilarious - can you give ONE SHRED of evidence to validate a single nonsensical accusation that you posted here?
