People are dumb, it doesn't matter what race. Are certain people dumb -because- of their race? No.
Skin color doesn't have anything to do with personality.

Obviously, your friend has had bad experiences. I would not recommend repeating what your friend said all that often. It doesn't make you look very good.
As for your question, I'm half black, I've never been described as mean or dumb. So, no.

Ummm...no. All colors have mean and dumb people. For example, your pic shows you are white, but you have no grammer skills and you can't spell "friend" right. Does that mean all white people are dumb?
