It marks the distance from the penalty spot to the arc, 10 yards. At all free kicks, players must be 10 yards away from the ball. Because the penalty spot is a fixed point on the field of play, an arc can be drawn from it. Obviously you don't have to draw the full circle because players are not allowed in the penalty-box during a penalty.

the semi circle at the edge of the penalty box is used when a penalty is taken. apart from the penalty taker, all other players must stay 10 yards away from the spot kick which the semi circle is located.

This is a ten yard marker from the penalty spot...
But on the pitch i play on, on a saturday, its a bit of a wavey line so in some spots it ten yards other 9 other 11.. Our line marker need a bit more of a steady hand!!! he he
