It can definitely decrease or increase depending on the people.
A person's personal chemistry can change depending on what they put in, their behavior, environment, etc. And those relationships that started out with great chemistry and turn sour as a result of their own changes. To keep the chemistry active, the two involved just need to maintain it.

Well the first law of thermodynamics states that energy cannot be created or destroyed, only converted into something else, such as heat (friction), sound, etc.

Disorder always increases with time, people cannot last forever with one person and still feel the same about them at the end of their time period.

I think chemistry changes over time, becoming more solid and fulfilling, if you have a good relationship.
To answer your other question, I suppose you can have sex with anyone, but I think it's chemistry that makes it hot.
