I have been searching the internet everywhere and can't find really any kind of Juvenile crime rates as I know the records are sealed for quite some time until made public. Anyone know where I can find these crimes rates in Ohio for Grand Theft Auto?

Call the Dayton police department and tell them that you are doig research and they should be able to give you some figures?
Two questions you should ask:
-How many grand theft auto cases do you have per year?
-How many of those are minors?
They should be able to answer you.
